A new AVD is created from the system image and the fingerprint tuple is checked against every existing profile before it is allowed.

Host prerequisites (the machine running emulators)
- Android SDK at D:\Android\sdk with platform-tools, emulator, cmdline-tools.
- Play-store system images for the API levels you allow (33 / 34 / 35).
- A VD folder at D:\Android\avd.
- Node 22+ (uses node:sqlite).
- scrcpy on PATH or in WinGet packages.
- phone\boot-dd.ps1 reachable from this folder.
- Each guest needs Play Services signed in to a Gmail — the profile screen links to the checklist.
A proxy only becomes assignable after it passes all four gates: CA country, api.stripe.com 404, stable IP, reachable.
